Jakarta,- 1 juli 2016, Pemerintah telah mengeluarkan peraturan baru tentang denda bagi peserta BPJS Kesehatan yang telat membayar iuran BPJS Kesehatan.
Peraturan denda bagi peserta sebelumnya yaitu, peserta yang telat membayar iuran BPJS Kesehatan akan dikenakan denda administrasi 2% dikali bulan yang tertunggak dengan maksimal waktu 3 bulan bagi pekerja penerima upah dan 6 bulan bagi pekerja bukan penerima upah (mandiri). Peraturan denda keterlambatan membayar iuran BPJS Kesehatan ini tertuang dalam Peraturan Presiden No. 111/2013.
Peraturan tersebut sudah tidak berlaku lagi sejak tanggal 1 juli 2016, karena pemerintah sudah mengeluarkan peraturan baru tentang denda bagi peserta yang telat membayar iuran BPJS Kesehatan yang tertulis dalam Peraturan Presiden No. 19/2016.

Peraturan baru
Bagi peserta yang tidak mebayar iuran BPJS Kesehatan selama 1 bulan maka kartu peserta BPJS Kesehatannya langsung di nonaktifkan secara otomatis oleh sistem. Untuk mengaktifkannya kembali, peserta cukup membayar tunggakan tersebut tanpa dikenakan denda.
Peserta akan di kenakan denda apabila peserta menggunakan kartu BPJS Kesehatan dalam waktu 45 hari sejak kartu BPJS Kesehatan di aktifkan.
Artinya, peserta akan di kenakan denda jika peserta menjalani rawat inap sebelum 45 hari sejak kartu peserta BPJS Kesehatannya di aktifkan kembali. Jadi, jika peserta tidak ingin di kenakan denda, peserta dapat menggunakan kartu BPJS Kesehatan setelah 45 hari sejak kartu di aktifkan.
Denda yang di tanggung peserta
Denda akan di berikan kepada peserta apabila peserta yang terlambat membayar iuran BPJS Kesehatan kemudian melunasinya saat akan dirawat inap atau dalam waktu 45 hari sejak kartu kepesertaannya di aktifkan, maka peserta akan dikenakan denda sebesar 2,5% dari total biaya rawat inap dikalikan jumlah bulan yang tertunggak. Maksimal jumlah bulan yang tertunggak adalah 12 bulan atau denda maksimal Rp. 30 juta. Kecuali untuk peserta tidak mampu, yang dibuktikan dengan surat keterangan dari instansi yang berwenang.
Contohnya sebagai berikut :
Jika seorang peserta mandiri kelas 1 menunggak 1 bulan dan saat rawat inap peserta dikenakan biaya sebesar Rp10.000.000, peserta tersebut harus ikut membayarkan biaya perawatannya (denda) sebesar Rp 250.000 dihitung berdasarkan rumusnya yaitu ( 2,5 persen x Rp10 juta x 1 (sesuai tunggakan) ) maka hasilnya Rp 250.000.
Aturan ini dibuat guna mencegah peserta hanya membayar iuran saat memerlukan BPJS Kesehatan untuk dirawat inap atau berobat saja. Padahal adanya iuran BPJS Kesehatan bersifat tanggung rentang.
